It's not all Bush's fault! He can't be blamed for, say, bad sitcoms & Mel Gibson!
As for national policy, well, Bush inherited years of complicated problems which clearly overwhelmed his unsophisticated brain & attacked him like a swarm of angry multifaceted mosquitoes which he could only flail & swat at like a terrified child!
